Musicians argue that Pandora’s rate should remain the same and that fairness would mean having terrestrial radio pay artists royalties. A bill being considered by Rep. Jerrold Nadler (D-NY) aims to do just that. Nadler’s draft legislation, released this month, is called “First Act,” and aims to protect the music industry.
